AXA XL has launched the AXA XL Excess & Surplus Lines Insurance Company (AXA XL E&S) dedicated to serving wholesale brokers.
The entity will operate alongside AXA XL’s existing companies and participate in the same AXA XL pool as the Indian Harbor Insurance Company.

It will serve as a dedicated carrier for wholesale broker relationships and issue policies developed by AXA XL with wholesale brokers across the US.
AXA XL Americas CEO Lucy Pilko said: “The creation of AXA XL E&S is a significant milestone in our strategic plan to strengthen our presence in the E&S market.
“This dedicated entity enables us to leverage our industry-leading risk expertise, tailored solutions and global reach to better serve brokers and their clients.”
The launch is set to coincide with the introduction of Guidewire, AXA XL’s digital platform, which will become the policy administration system for E&S from 2027.
AXA XL E&S will begin underwriting new E&S casualty business in early 2027.
Existing policies are expected to move to the entity in mid-2027, while E&S property business will follow later in the year.
Products and rates will remain unchanged during the transition, the group said.
AXA XL E&S Wholesale Solutions head Tim Whisler added: “By strengthening our organisational focus on the E&S market, we are better positioned to innovate, increase scale in key regions and provide the proactive, tailored support that our brokers expect.”
AXA XL is French insurer AXA’s property and casualty (P&C) and specialty risk division, providing insurance and risk management solutions to mid-sized companies, multinationals and individuals worldwide.
The launch follows AXA’s partnership last month with US technology company Publicis Sapient to support the next phase of its AI transformation.
AXA said the arrangement is focused on continuing to develop its Global AI Hub, which was designed to scale AI agents across the group’s operations.
