Cogitate and Xceedance have partnered to support the launch of the Colorado FAIR Plan, which started issuing policies in spring 2025.  

The plan was established to provide property insurance access in areas of Colorado at high risk from wildfires and hail. 

The Colorado FAIR Plan engaged Cogitate to implement its DigitalEdge Insurance Platform, covering policy administration, billing and claims.  

The system was configured within 16 weeks, including integrations with external data and service providers including ZestyAI, Verisk and e2Value. 

Xceedance led business requirements, testing and implementation, while also establishing operational functions such as underwriting, claims handling, policy servicing and accounting.  

The company also coordinated relationships with vendors across actuarial, compliance and data services.

The Colorado FAIR Plan is the first new FAIR Plan to be introduced in the US in more than 30 years.
